Timor-Leste

The Progress out of Poverty Index® (PPI®) for Timor-Leste is an easy-to-use, objective client poverty assessment tool. The PPI estimates the likelihood that a household has income below a national or international poverty line. See "PPI At-A-Glance" below for a list of poverty lines and rates for Timor-Leste.

The PPI scorecard uses simple non-financial indicators that are easy to collect accurately. This means field personnel can quickly capture and verify the indicators at the point of collection.  After PPI scorecard information is collected, a “look-up table” is used to associate scores with poverty likelihoods and aggregate poverty level results.  The PPI allows programs to: target services to poorer clients, calculate poverty levels of current clients, track changes in poverty levels over time and better focus market research.

Indicators in the PPI are based on data from Timor-Leste's 2007 Survey of Living Standards (TLSLS). This is the best, most recent household survey available with income or expenditure data. No official user review or field test was conducted for the PPI for Timor-Leste.

The latest version of the PPI for Timor-Leste was created in October of 2011 and funded by MercyCorps with a grant from the Inclusive Finance for the Under-Served Economy (INFUSE) Programme. INFUSE is a collaboration between the United Nations Capital Development Fund, the United Nations Development Programme, Timor-Leste’s Ministry of Economy and Development, and the Australian Agency forInternational Development. It was launched in 2008 to support building an inclusive financial sector with the overall goal of increasing sustainable access to a range of financial services for the poor and low-income population in Timor Leste.
